Can't tell for sure, but that looks like a middleweight frame to me. Tires are really close to the stays.

I would agree. Nothing at all there that says Heavyweight frame, mush less a Phantom. You could never get a balloon fender over those tires. I believe it's a middleweight cruiser frame. Measure the stays.
 
The Springer through bolt goes directly through the fork rods rather than through bosses attached to the fork rods. Definitely later year’s production.
 
None of us noticed the tank hang tabs. It is a middleweight slimline tank. A Panther/Fleet or something that.

Good catch. With that chrome springer it may have been a Jag. With a Typhoon stem. As always, the serial number helps in ID'ing a Schween.
