Raleigh Industries product. Not to be confused with the Dutch maker Gazelle. Quality products in that era. I see Sir Walter and the RI crest on the seat tube decal and also behind the front fender's bullet nose. Looks like it was well cared for and will make a great rider. Tune it up and roll, roll, roll. Those teal pins are nice.
Gazelle was an economy, or budget, brand owned by Raleigh.
Originally launched by Frank Bowden in around 1897 but then put into mothballs at some point.
The brand was relaunched as Raleighs budget brand in 1938, but was rebranded as a relaunched 'Robin Hood' brand in 1947/49 to avoid conflict and confusion with the venerable Dutch 'Gazelle' cycle firm.
But I feel yours may be a bicycle solely for the US or export markets so the marque name may have continued in use for longer by Raleigh USA.

Beautiful bike! I found a similiar 57 RIN straight bar Gazelle in a barn near Spartanburg SC. Came with the RIN chain ring and a Shimano 333 3-speed hub. Mine came with a bent fork which I straightened and did a clean-n-service and tires/tubes. Once sorted out, it made a very nice riding bike.
