Try using aluminium foil and a bit of water on the rims. The foil is softer than the chrome but harder than the rust...I know, sounds weird but I've used the process and it works well...besides, what do you have to loose, the rims are already rusted!

I also like aluminum foil but use white vinegar instead of water. Was totally blown away the first time I tried this. Nice looking set of bikes. Roll up your sleeves and get greasy and dirty-that's all part of the fun wrenching on these old bikes.
