Looks like a 1893 Western Wheel Works (Crescent) 20" cushion tire child's bicycle called the PET. 1892 PETs were hard tired with different frame design. 1894 PETs have closed head fork.
It could be as early as pre-1892. The fork design was option changed in 1892. I have an 1893 model. They were actually marketed as unisex models. The 1892 was hard tired and 1893 had 28” pneumatic tires.

I got the frame home and I think blue streak is right, it is small so I think it is probably a kids bike. I didn’t know they made kids bikes in this time period. Very interesting seeing the literature, thanks to all. I’ve been told it’s only worth about $50, is that correct?
