I would say yes, (even for a 24") - is it 26". H.P. Snyder built, maybe 1953 with the A-3 (three) serial number?
The shiny brass badges that came after aluminum were fairly later, post war.

this bike belongs to a friend that bought it at a barn sale-I am sure it's a 26"- I should have taken a picture of the other side as it has a horn button.

It might clean up really well with an OA bath! Snyder built, it should have the year in reverse on the BB. The red & blue badge was first used in 1950.
