Looks like a girl's fork and it needs to be straightened. It has as smaller spring than the boys. It's missing the two rocker arms. Hard parts to find and the fork is unusable without them . It can be used without the truss rods. Your fork came out in 1938 and was used until 1948. In 38 it was sold without the truss rods. They were sold extra. I agree with Mike. 10 to 20 bucks for parts.
