Help I.D this bike

I found this beautiful piece of machinery at the last Long Beach swapmeet...I"ve been looking day n nite all through this site trying to figure out a year and make it might be without any luck...I also searched the sprocket compilation thread and nothing matches this crank or chainring either .any help is appreciated....serial # appears to be 24655 ...thanks

The New Departure Model C replaced the model A in 1927, and was used through Dec. 1933, when it was replaced by the infamous Model D. So if the wheels are original, that narrows things down a little.
