I stopped at a friend shop and he has this outside . He has had it for 30 years. Any ideas on what it is ?

Unique springer. The springer fork alone is worth more than tbe rest of the bike. Murray chain ring. There's a Murray SeriaI Number project thread that will help identify the year and for which retailer Murray built it. Serial number is on the left drop out. Chances are the washer and nut could be covering part of the number.
