Colson Lug frame.
Lugged frame joints, except at the bottom bracket crank hanger (good - so common parts might fit?).

May be from about 1932-33ish. Would look nice with a "Silver Ring" head badge.

Looks like a chain ring sprocket with the double-D drive, by Westfield (e.g., Seminole badged).

Serial number may be on lower side of head tube if it's a Colson pre-1933. The bike is a good example of how many bikes'
components naturally get changed out over time.. Here is one below with your axle adjuster design.
