Help identify this Possible pre 1910 Pope?

I've had this thing bouncing around for quite some time and I'm trying to figure out exactly what it is. Im not coming up with much on internet searching and talking to my local dudes.
It's a 28" wheel frame. Has a weld repair behind the head tube.
Saved this one from going to a scrap pile when I first got into collecting.

Diamond frame. 5-spoke or 5-arm sprocket, with wide offset drive pin, likely 2".

The sprocket may be a clue, perhaps one of the manufacturers that used the 2" offset pin.
I don't know if Pope-Westfield used parts with such feature; not likely that they would post-war.
