Westfield did build some Mead 28” bicycles in the later 1920’s and earlier 1930’s.
Looks to have a taller double drop bar frame, by looking at the head tube.

Yep not a balloon tire bike. Your friend needs to take some better/more photos in good light then maybe we can get after it. V/r Shawn
