help identifying bicycle

I just picked up this bicycle and need help identifying it. The bike has no badges or readable serial # any help would be greatly appreciated.

Cobbled together I believe and possibly identifiable in an earier life as two separate bicycles! The back looks like a Westfield roadster.
Cool two-person ride one way or another..

I think it was made by an energetic builder.Looks like the front may have been off a girls bike.

Front half was a CCM Ladies based on the chain ring, but it looks like the serial number is missing along with the top section of the seat tube.
