Help identifying bike please!!!

Could someone help me identify this bike. I have searched and searched but cant really find any info on it. The tag says General All Steel. And one of the tags has Amsterdam at the bottom. It has a serial number of 23896 stamped below seat. To right on the frame. I know absolutely nothing about old bikes. I have several i was wanting to get some information on. I have a vintage new york and a vintage columbia as well as a restored elgin and 55 black phantom

I'll guess post war European, Dutch? The eagle wings look very Germanic. A photo of the full bike taken with the right side, showing chain guard is usually the best shot. Welcome to the Cabe.
