Time for a bump on this one.
Could it be Harry Geer or someone he used in Saint Louis to build frames were trying to puzzle-out a working design? His Blue Bird frame is a cleaner design but still is quirky. Does a unrestored Blue Bird exist? The headtube brace position, and fork truss geometry seem different on the restored or "constructed?" example below.
