Help to identify this lock?

Cruisin' on my Bluebird
Found in a box of bicycle parts and accessories, it's aged nicely, I don't see any markings, it almost looks handmade.

If turned clockwise it locks and the screw type key removes itself from the cylinder and lock, turned counter clockwise the keys tightens into the lock and the hasp is closed and locked?
