Help! What year is my Shelby Flying Cloud

Just recently purchased this Shelby 24" girls bicycle and with several hours of looking online I am unable to find this style. The Shelby Flying Cloud 26" is almost the same except I see it has 2 bars in the middle of frame. I know the seat and hand grips are not original but it seems that everything else is original. Any help or info would be greatly appreciated! I also think it could possibly be pre-war but not 100% sure.

No tag plate, just stamped into frame. It starts with a K.

Not that I know of on the pedals. I will have to check that out. How can you tell it is post war? I love learning this.

Turn the bike upside down and look at the crank housing. Stem is easiest tell. V/r Shawn

It's K17498 adding a pic but it's not a good one. Also, hubs are New Departure rear model D and front model W. Pedals are WALD USA

Anyone know when Shelby quit using skip tooth's?
