Help with 36 or 37? Western Flyer Identification

Hey Guys....
I need some help identifying this Western Flyer. I do know WF is not the manufacturer so this is what I would like to know, along with the year.
I attached a bunch of pictures.
I think there is something special/different about the frame casting directly below the seat post. Seems double the thickness or re-enforced?

Headset cups, fork, trussrods, chainring to name a few. These are characteristics of Shelby built bicycles of the era.

Looks late prewar...I think. Maybe 39-40. @JAF/CO is well versed in Shelby. Maybe he'll chime in again.
