That's a curb bike. Put it out by the curb with a 'free' sign on it and wait for someone to come alomg who want's to waste money on it to take it off your hands.
 
I’d guess around $75-125 depending on your market and if the hubs ride smooth. I’m guessing closer the $75 in NH since Columbia’s are pretty common and it’s not all that old.
Someone may want it as a parts bike if not a rider. That chainguard would look good on a rat rider.
 
Actually, I'd say this is late '40s to mid '50s, I believe the serial # should be on the rear axle dropout, on the chain side. Westfield serials returned to letter A again in 1955. This is a base model worth about $50 average.
