help with a wheel lock

I live for the CABE
hello is anyone familiar with this type of lock. this is in the locked position, bar through spokes. it has a key. I guess the key slot grabs something to free or engage. the key goes in and out free. it's crusty rusty. any help appreciated

is the lock body brazed to the seat stay or is it mounted with a clamp?

most of these are produced in Germany or Holland

alas, do not recognise the logo here

the key doesn't turn, doesnt look like it's made to. I'd like to save the lock, just for the character. it's not brazed on, looks clamped but the screws, bolts are inside the lock. I really haven't messed with it aside from sticking the key in. drove quite a ways to pick up the old bike, and I'm whipped, but tomorrow's a new day

it appears it may be fitted with a first generation Campagnolo Cambio Corsa gear system as produced 1934-46

pedals look to be nominally Bianchi and produced by Noli-Cattaneo

given the rims/tyres and lock would expect it to be a condorino type
