Help with age and possible value

A neighbor has this bike and I’m trying to help narrow down the age and possibly value. Thanks for any help!

Nice bike.
Looks like a Westfield-built diamond frame; the serial number prefix might indicate the year. 24” frame?

Excelsior Utica NY badge looks like a plus+
(part of the state flag & motto).

That's a cool survivor! Great seat on it too. Looks like it has glue-on 28" tires, these were last offered around 1937, so it's at least that old! It does look like a Westfield chain ring, though I'm not aware of them having any involvement with Excelsior, which was it's own brand into the early '30s. I believe Schwinn bought the rights to the name, but the Snyder co. bought the Excelsior factory in Michigan City, IN. I'd expect that to be listed for at least $750.

looks to be in the teens 1914-16 wood rims.post a close up pic of the rims.leather grips that were also used on the Harley Davidson bicycle that get around $500 alone so the bike as is around $1200.
