I did a Google image search but didn't find anything very similar although did see a number of head badges that were kinda like this. Any help appreciated.

The badge looks like it shows like ball bearings or something.
Not sure but it almost looks like what may be called a left footed bike.
The paint looks like it may have been bonderized.
