Help with I.D. / Maybe 50's Columbia ??

Looking for a little help on what this might be
I'm thinking maybe a Columbia..........50's - maybe late 40's - maybe a Highway Patrol.....or maybe a 54 Columbia 5 Star ??

I think earlier than '54. Serial likely on rear drop out. You can date by serial. Either wrong fork or just missing truss rods. V/r Shawn
