Help with identification?

Hoping someone can assist me in identifying this bicycle before I go and have a look at it. Interesting double top bars, and seems to be complete. No photos of badging. Value? Thanks Rigs

Late 50's early 60's, just make it a rider because not worth to much.

Value is subjective. It's not considered collectible by most bicycle collectors.
If it was free on the side of the road, I might consider stopping and grabbing it. I wouldn't be upset if one of the many scrappers in my area got to it first.
If I owned it and was going to sell it, I could probably get $25 for it in my area.
