this was sent for leather install, but seems to be missing parts?
The leaf spring doesn't key into the squared-off recess in the cantle, so it always will turn, and the rod at the front looks like it might have been broken?
anyone have any info?

Just weld up the part where the spring fits into the cantle and shape it to the spring. That should keep it lined up. Looks like t has worn in the last 100 years or more. I don't think the front round bar is broken. Also a easy fix just get some round spring steel and make a new one if it is broken. just my take on it.
 
it seems that once the leather is on it’s too close to the “chassis”: sitting on the metal
