Hiawatha fork qustion

Finally riding a big boys bike
I have what I believe is a 1948 Hiawatha Chippewa and I have questions about the fork. Before I got it, someone did a
poor "restoration" on it. They took it apart, sandblasted it and rattle can painted it. I disassembled the bike to fix gritty bearings (thought about doing another repaint, but decided not to) and don't know if the fork was put together correctly the first time.
It is the CWC style with 2 springs on it. Is there adjustment on the rods on it?

Finally starting to put it back together..... Are there supposed to be any washers on the rods at the
mount? Is there an adjustment here??
