Riding a '37 Fleetwood
Hi, I have been merrily selling these license plate straps not realizing that not everyone knows how to work them.

first thing, there are 2 types and they work a little different from one another.

step one go buy your new license plate, or grab one out of your killer display area in your shop.

we'll be using the one I recently grabbed off ebay as a demonstrator.

next, here is a photo of a plate and strap.

next put the strap through the plate like this (one strap per plate).

next pick a place on your ride for the plate and do a preliminary fit test, yup it fits.

this is where they differ, the ones with the hole all the way through the cap plug in at the top of the ball, the other kind plug in on the bottom where the other end of the strap comes out.

here's how it looks on the bike:

next adjust the strap so the ball is where you want it then push the end in until it clicks.

last step, using your fingers, smooth the strap around the frame tubes and push in on the back side of the strap to tighten it in the frame (the length of these isn't easily adjustable and that's how they seem to have done it on the old ones)

and you're done!

Sounds like it, as I’ve received a couple messages stating he may be confined in a small room ?

Anyway they are a type of truck seals. They are a one time seal that is removed by cutting.

It looks like the designs have changed and these old ball end type are not as common as they used to be, but they are still readily available at this time.
The pricing is about $75 bucks for 1000 count bundles, but that seems to vary among the different brands.

Most likely that price can be reduced significantly with a little more shopping around?
 
In my limited experience, I've never seen an original bike license held on with a ball end security seal- just a plain aluminum cable tie or even just tie wire- although I'm not sure that was original, but the license and the town I found the bike in matched. An example of the cable tie straps:
