ID needed on this front fender

An Ingo fender has a much larger hole to accommodate the plunger brake. Looks tricycle to me too, but that's just a guess.

THANKS to everyone for their input-the fender belongs to a friend- I also told him it's from a tricycle but he thought the fender was for a INGO.

Looks like 1930's tricycle to me. For instance here is a close match off the internet of a Garton 1930s Tricycle.
