I.D. needed

So I seen this old bike being used as a lawn ornament...talked to the lady at home....she said her husband got it a couple yrs ago...paid like $150 for..she says he doesn't want to sell it..I offered $50 for it..the rear hub says Perry of england..the head badge is oval shaped..covered in paint..I thought it may be a CCM..considering I'm in Ontario canada...anyone think they know?..thx

Looks like an English built "motorbike" model, Perry hub, English bottom bracket, cottered Williams crank, Phillips pedals..... early '50's for department store sales >Eatons or Simpsons<. The home grown version was built by CCM...
