Finally riding a big boys bike
The guy in this old photo seems to have attitude, but what I don't understand the front wheel! It seems to have 3 but more than likely 4 valve stems!

In looking at the blown up photo, the rear also has multiple valve stems. Maybe an early method of wheel balancing?
 
They're probably tube security bolts.
I used to ride moto-X motorcycles fitted with these devices. They are designed to stop the tube rotating inside the tyre and shearing the valve stem off of the inner tube.
Unusual to have 3 fitted per wheel though!
 
Usually done for balancing the wheel. Lead washers stacked onto a stud depending on need. If that thing goes as fast as it appears out of balance front wheel equals death or injury. Never forget the road surfaces then! Truss rod fork. Guy earned and deserves that expression if that is his machine
