If you are not replacing all the spokes, and just repairing a set of wheels like I did, it would be a really good idea to oil all the nipples at both ends and try to turn them to make sure you don't have a bunch stuck that you don't know about.
Most of mine were stuck initially. About half came loose after being oiled for a day. A bunch more came loose after days of oiling and trying to break them free, applying heat to the nipple, etc.
The ones I bought represent the ones that broke anyway, plus 2 spares, or something like that.
