ID tag on old bikes

Have you guys ever found a similar tag on an old bike? This was on a girls Iver Johnson I got in the mid 90’s! It was under the front fender on a light bolt if I remember correctly! I tried to contact them and they said they knew of Edna, but said to me “ she never owned no bicycle “ !

I’ve also got the original owner’s name and the purchase date scratched into the inside of the tank on my 1948 Monark Super Deluxe from @tacochris
