yes, the Competition which had these lugs in 1969 & 1970 had a slightly different seat stay treatment than the subject frame; it was semi-wraparound

so am leaning toward an early 1970's International

you can browse the early 1970's Raleigh catalogues at theheadbadge.com site. unfortunately there are some gaps.

one thing you might like to see is what the original finishes were like and the original fork crown.

that is about all am able to do with the information available at this point.
