Hi, I looked again, the fender definitely looks backwards. the cut of the end is too square to be the front and the braces are in the wrong positions. here is a photo of a Murray for reference of where they should sit.

it is likely whoever put the springer on didn't get the fender on in the right orientation. the mounting holes are probably not a good indicator as the Murray fork is quite different from the Bee Hive or stock non springer for the Higgins. the rear brace should be near level when looked at from the side.

and most hubs are different inside. they made New departure for years after the war with ?" pitch. if that is the one you have just find a sprocket and voila!
