Identify this Stem

I am wanting to know if this W stands for Wald or an identifier as a woman's bike? Would this be period correct for a "Deep" fendered Monark with the alien looking "Train" light?

This is similar , I think ? The bike is a work in progress ( kinda sad lookin' here ) but gets the point across about the stem I think the W is for Wald this bike is not deep fendered , but I personally see no harm in putting that on your deep fendered bike . Last 3 pictures are a deep fender Monark that Is also a work in progress , with a slightly taller stem ( just for comparison ) Ride Safe !!

I ask because the 1 I have from an OG Monark is badly missing the plating & this 1 is somewhat similar I believe (can't look at it for a while) but I am Pretty Sure it bolts together from the bottom up vs the front to back like this stem. This came from a '60s JC Higgins/Sears SAD chrome 'liner bike project that I am jus' salvaging to keep as a rider for someone. Those bikes would make me smile a 10 mile grin to own so don't discredit either of them in the least 1 of my favorite bikes & so I am building 1 off a Monark Rocket frame from bits n pieces as I can find & afford them
