Identify what Bike to this rack, please

What bike does this rack go on? The reflector end looks like a cwc. The mounting bracket side looks like something else.

Almost looks like 2 racks put together the front portion looks like a McCauley adjustable rack John, interesting.

A lot of factory racks were also sold as a aftermarket adjustable, notice the extra axle holes also. CWC & Snyder used a version of this rack.

Though the reflector set-up looks cwc, the 9 hole set-up appears more Schwinn. Is this perhaps an aftermarket item that cross pollinates bicycle designs?
This may explain the extra axle holes.

If it helps, this is heavy steel. It certainly doesn't have a cheap, tinny feel. Thanks again for any input.

Most racks, fenders & guards were made by 2 or 3 company's McCauley, Wald etc. so a lot of similarities. some Hawthorns supplied by CWC & Snyder used that rack with specific mounts for each brand but also you rack sold in the catalog as a adjustable to fit any bike.
