Identifying a TOC Seat Rail / Spring Set from a Racycle

I Got This on my Miami Racycle Narrow Tread, I Did not seen it in the catalogs i have and am unsure if it's Native. Any Body Recognize this ? Know the manufacturer? Have a Picture of the top? Recognize the Clamp? Any Info or Leads Greatly Appreciated.
