IDK what this bike is

My neighbor asked me to id his bike for him and IDK nothing about old bikes. I guess he asked me because he knows little about the internet. A local bike shop made him an offer and he want to know more about the bike before he do anything. He said it's a 1918 bike.<<i'm unsure<< I took pictures. Thanks for any help u can give.

It's Dutch- it could be as early as 1918, but bikes that look like it are still in production in Holland. Closer and brighter pictures of the hubs, tires and nameplate could pin it down closer. Is that a license decal on the back fender?
