I was thinking Mead as well, but the Fork (most have a bead), Sprocket and Stem don't look right to me...plus this one is a skip tooth! This is a nice find! No matter what you do with it, you be a winner!
I would send the fork to Nate @Krakatoa and buy Bri's wheel , give it a good service and ride it (well, maybe I would add a good seat too). Rat, Restore or leave as is, this would be a fun bike to get back on the road...Already has most of the hard parts!
