Yes. Not sure if welded here though.. That frame even sports nice butted Tange steel tubing. Didn't Frank the Welder work for them awhile?
 
Pre-96 IRD seatposts, forks, brakes, stems and bars are extremely sought after. And their frames are very rare. I've been trying to find an IRD MTB stem and handlebar for years now. The super early seatposts, have 'Winters, CA' (their original location) etched into one of the aluminum rods.
