Yes, Interlock Racing Design, they also made seat posts, brakes, stems and forks.

On Training Wheels
Pre-96 IRD seatposts, forks, brakes, stems and bars are extremely sought after. And their frames are very rare. I've been trying to find an IRD MTB stem and handlebar for years now. The super early seatposts, have 'Winters, CA' (their original location) etched into one of the aluminum rods.
