These rare jeweled "Signal" pedals were used on late 1930's Deluxe Columbias and other high end prewar balloon tire bikes. The reflectors on these early pedals were made out of glass.

This is from a Schwinn Dealer News Flash bulletin dated 8/13/71:

REFLECTORIZED PEDALS - The substitution of reflectorized pedals for standard pedals on several adult models began about two months ago and will be slowly phased into the entire line as increased pedal shipments are received from our supplier. The use of reflectorized pedals was recommended in the BMA-6 standards and has been adopted by all manufacturers, both foreign and domestic. We originally ordered white reflectors for Schwinn pedals in accordance with BMA standards and these pedals were received from our supplier before the state of California passed a law specifying amber reflectors. BMA subsequently changed to the amber reflectorized pedals after we had been using the white reflectorized pedals. In accordance with the new standard, we will hearafter supply the amber reflector and use them throughout the line as they are received. These pedals are available from Schwinn Agents now, or will be very soon, and if you wish to change over any bicycles in your stock, please order direct from your Schwinn Agent in the usual manner.
 
Then what happened (Part 1)? Public reactions and petitions (p/o 1st Amendment) ....

On December 16, 1974; just two weeks before the deadline, the CPSC ordered a suspension of the effective date, (until further notice).

On January 7, 1975; the CPSC made changes and “proposed” a new target date of May 1, 1975.

On November 13, 1975; the CPSC made more changes, and set new dates of May 11, 1976 and November 13, 1976 (just for the changes).
 
Then what happened Part 2? Public lawsuit and court decision.

On June 1, 1977; Federal Court decided the case of “Forester v. Consumer Product Safety Commission” and some detail requirements were “revoked” and on December 22, 1978; the CPSC published the "Revised Final Regulation" in which they back-dated to June 1, 1977 (effective date).

The original post asked when pedal reflectors were "required" in (all) the USA, not when they were merely introduced, invented, or made practical.
We understand that regulators do not invent products, just rules, fines, penalties. Pedal reflectors were not invented after a committee proposed a rule.
Often, larger companies like regulations that push the smaller companies out of the market; (cynical view).
Likely, the bicycle community thought pedal reflectors, and most of the other safety features, were a good idea, and should be imposed on all bicycles for children, (and probably also for adults).
