Frame might be Westfield. There were Indian frames made like that, probably Westfield built w/,(BSA) fittings. Fork probably changed? Bottom bracket definately BSA. Interesting,,,

When the E was next used for dating in 1927, it was the same size as the numbers, and a sans serif font.
where you from and where did you find it? might help pinpoint
rear rim looks like Canadian Dunlop clincher (like CCM used), front rim looks completely different,
frame not CCM
any marking on the rear hub? Hercules?
what is the front hub?
any badge holes?
some parts look chrome plated, some look nickle plated ....... difficult to tell from the pics

Thinking the rear wheel is not original especially with that hub. The front wheel on the other hand upon a very quick cleaning of the rim is looking like it could well be original. Going to remove the spokes and clean up the hub to see what if anything that might reveal.
yes, it looked like a Hercules/New Hercules/CCM 37 rear hub, and it's definitely not the original rear wheel and hub, the rear hub is missing some parts, most notably the brake arm
