I bet there's a serial number on the rear drop out. might be painted over. I believe it's a bastide. the serial number won't tell me anything , year date, but every bastide I've had but one, had a number on the drive side drop
 
I'm no expert on Bastide bikes, but based on what I've read (here: http://www.classiclightweights.co.uk/designs/bastide-hs.html) it sure looks like a Bastide. Same lugs, same fork crown, four head badge rivets, etc. Do the chain stays have a liner at the BB shell?

@juvela pointed the saddle out to me. I don't think I've seen a Persons saddle like that. The ones I associate with this still bike are the leather Persons Track Racer, while this seems to be an artificial leather. More photos would be appreciated.
