Is this an authentic penny farthing childs bike?

New to this site. Very cool. I have this small bike on display at home and was wondering if it is as authentic as I was told. It measures 19 or so inches high in the stand and 20 inches or so in length. Any comments would be helpful. Oh, and does it have any value? Robert
