ISO Sacramento (SACTO) bicycle license plate, 1969

Sacramento plate were abbreviated SACTO not SACRO. I have 5 SACTO plates here and none of them have a year, just a number. I think that one of my bikes has a SACTO plate also. I seem to remember that it does have a year on it. I'll be able to check in a day or two.
