Iver Johnson identification help

Hello again, experts and thanks for viewing my post. I just got this Iver Johnson, which to me appears to be a pre 1923 junior bike (based on a IJ serial number article of unknown origin). I would think the wheels are wrong and that it would have had 26 inch iron clad wood wheels? The bars laying on the ground might be correct. I know very little about IJ and only a little about anything else. Any information - approximate age, hubs, wheels, saddle, etc. is greatly appreciated!

Would that have been 28 inch then? It also mentions steel wheels but the ones on it are ND model D, mid 30s.

Yeah those wheels look small in those fenders. Should be either wood, steel or steel clad 28". As for bars you can see there were lots of choices under optional equipment. Most IJ parts are stamped "Iver Johnson" front hub, stem, seat post fender braces. Stem doesn't look original
