If a Snyder built bicycle, might be from about 1929–P (serial) with some replacement parts; but looks later (mid-30’s) based on the joinery of the rear forks to the bottom bracket?

Are these rims common? Very flat with no sides, the rear has a 28 x 1.5 Penn Arrow. What’s left of the front tire is not the same.
