Ladies National Hard Tire Safety Bike

Need information on this bike. We have it as a Ladies National Hard Tire Safety bicycle made in 1890, but the National Cycling Company wasn't around until 1892, so I'm thinking the date is wrong or perhaps the manufacturer. Any information would be appreciated.

Looks like a Western Wheel works if you ask me, but I’m no expert.

Your hard tire safety is a 1889-1890 National Safety made by St. Nicholas Manufacturing Company of Chicago. It was also sold under the name Boston Safety by W. W. Stall, a bicycle dealer in Boston, per his 1890 catalog.

April 29, 1888 issue of Buffalo Morning Express (Buffalo NY) - I believe this is referencing their high wheel. Not sure safeties were offered in 1888.
