Late 1890s Men's Unknown Mfr

From what I've been able to figure out this is about 1895-98 but don't know who the maker is. The rear hub was replaced at some point and it has mix matched pedals. I also believe the seat to be later but not 100% on this. TOC bikes are out of my wheelhouse so any questions or need more pics email me at [email protected].
