Looking for info on these TOC hubs

Found these two rear hubs in a large parts lot I recently bought. I believe they're TOC.
I haven't seen anything like them before.
Anybody know what brand they are, what type of bike they are for etc?
I would like to sell these, but could also use some help figuring out what they're worth.
I didn't see any markings on them.

One at least is a eccentric rear hub- a way to be able to adjust your chain length. It's an uncommon item, so should be relatively easy to track down. Some tandems and fixies use eccentric bottom brackets for the same end.

I did see a Thor that looked similar to my complete hub, but the cog was a little different. That's the closest I have found so far, but I don't really have much to compare mine to.
