Looking for Tubular tires

I have a early 30's Rollfast Next Wings it has Lobdell Armdored rim ,new to me ,it has wood with metal ,dia is 23" from center was told it's a 28" need help and advise to buy tires.thanks

The rim diameter for a 28” bicycle should be 25 inches. So if it is 23inches rim diameter those are 26” inch wooden rims. You will need 26x1 1/2 single tube tires. Good luck.
